1% bagi Feed-in-Tariff (FiT) untuk Dana Tenaga Boleh Baharu (RE) yang akan berkuatkuasa mulai 1 September 2011


Sejajar dengan Akta Tenaga Boleh Baharu yang telah diluluskan pada bulan April 2011, pihak Kerajaan akan mengenakan 1% bagi Feed-in-Tariff (FiT) untuk Dana Tenaga Boleh Baharu (RE) yang akan berkuatkuasa mulai 1 September 2011. Dana tersebut akan digunakan untuk tujuan promosi dan pembangunan projek-projek dan inisiatif-inisiatif berhubung Tenaga Boleh Baharu. Dana ini akan diuruskan oleh Pihak Berkuasa Pembangunan Tenaga Lestari (Sustainable Energy Development Authority, SEDA) di bawah Kementerian Tenaga, Teknologi Hijau dan Air.



Apakah itu Feed In Tariff (FIT)?

Feed-in-Tariff (FiT) akan diperkenalkan untuk mempromosi pembangunan Tenaga Boleh Baharu (RE) di Malaysia berkuatkuasa 1hb September 2011.

Kutipan FiT akan digunakan untuk membiayai Dana RE yang akan diuruskan oleh Pihak Berkuasa Pembangunan Tenaga Lestari (Sustainable Energy Development Authority, SEDA) di bawah Kementerian Tenaga, Teknologi Hijau dan Air. SEDA merupakan badan yang bertanggungjawab untuk mengurus dan menyelia hal-hal berkaitan RE dan FiT di Malaysia.


Dana RE tersebut akan digunapakai untuk merangka kadar-kadar FiT yang cukup menarik untuk menggalakkan syarikat dan pihak individu melabur dalam penjanaan daripada Sumber Tenaga Boleh Baharu. Walau bagaimanapun, FiT bukanlah bertujuan untuk membolehkan pemaju-pemaju RE mengaut keuntungan berlebihan. Ia sebaliknya adalah untuk mengatasi halangan-halangan pasaran supaya rakyat boleh bersama-sama Kerajaan menyumbang kepada penjanaan tenaga hijau, dalam masa yang sama dapat menjamin tahap keselamatan pembekalan elektrik negara di samping menjana peluang-peluang ekonomi baru.



Tujuan FIT

Tujuan perlaksanaan Feed In Tariff (FIT)?Pada ketika ini, penjanaan elektrik daripada sumber-sumber RE adalah sangat mahal dan tidak kompetitif berbanding loji janakuasa berkapasiti besar yang menggunakan sumber konvesional bahan api fosil. Kos per unit yang lebih tinggi ini menyebabkan pelaburan dalam RE tidak menarik minat para pelabur dan utiliti elektrik.

Pelaksanaan FiT adalah bertujuan untuk menggalakkan pertumbuhan RE di Malaysia. Kutipan FiT ini akan digunakan untuk memberi subsidi perbezaan harga antara kadar tarif premium dengan harga jualan seunit elektrik yang pada ketika ini dinikmati oleh pemaju-pemaju RE di bawah program REPPA (harga jualan maksimum pada 21 sen/kWj).

Mekanisme FiT telah dilaksanakan dengan jayanya di negara-negara seperti Jerman dan Sepanyol dan telah dikenal pasti sebagai pemangkin utama kepada pertumbuhan RE di negara-negara tersebut.

Kenaikan Tarif Elektrik 2011

Purata tarif elektrik baru akan dinaikkan sebanyak 2.23 sen kilowatt sejam atau 7.12 peratus kepada 33.54 sen/kWj daripada 31.31 sen/kWj, berkuat kuasa Rabu ini.

Langkah berkenaan tidak akan menjejaskan 75 peratus pengguna yang menggunakan kurang daripada 300 kw sebulan. - BERNAMA



New electricity tariff rates will be in place effective from 1st June 2011. The following are several quick facts about the new electricity tariff:
  • New tariff to reflect the increase in gas price (i.e. from RM10.70 per mmBTU to RM13.70 per mmBTU) whilst the coal price is still assumed at USD85 per tonne (CIF) (i.e. the price used in March 2009 tariff adjustment).
  • The existing tariff rates will also be revised upwards to partly recover for the increase in electricity cost of supply since the last base tariff review in June 2006.
  • In line with the Renewable Energy (RE) Act which was passed in April 2011, the Government will impose 1% as Feed-in-Tariff (FiT) for RE Fund, effective 1st September 2011. The fund will be utilised for promotion and development of RE projects and initiatives and will be managed by Sustainable Energy Development Authority (SEDA) under the Ministry of Energy, Green Technology and Water.

In summary, the major features of the new electricity tariff rates are as follows:-

  • Average tariff will be increased by 7.12%. The increase is contributed by:
    • Average 5.12% increase due to the 28% upward revision of natural gas price to the power sector from RM10.70/mmBTU to RM13.70/mmBTU; and
    • Average 2.0% increase to partly recover for the increase of electricity cost of supply since June 2006
  • Industrial Consumers: average increase of 8.35% (ranging between 6.2% to about 10%).
  • Commercial Consumers: average increase of 8.35% (ranging between 6.2% to about 8.35%).
  • Domestic / Residential Consumers:
    • No tariff increase for monthly consumption of up to 200 kWh (Lifeline Band). The rate has been maintained at a highly subsidised rate of 21.8 sen/kWh in the past tariff reviews since 1997.
    • Consumers using 300kWh per month and below will not experience tariff increase.
  • Hence, no tariff increase to 75% of the household consumers (4.4 million consumers) i.e.
    • No tariff increase for Lifeline Band (3.3 million consumers)
    • No tariff increase for 201-300 kWh band (1.1 million consumers)

Nuclear veterans offer help to plant

A group of retired Japanese nuclear and civil engineers are hoping to report back for duty for one last mission - to stabilise the radiation-leaking Fukushima Daiichi nuclear power plant.

More than 160 engineers, including many former atomic plant workers, aged 60 or older, said they wanted to set up a ''Skilled Veterans Corps'' to help restore the cooling systems crippled by the March 11 earthquake and tsunami.

''We shouldn't leave the work only to young engineers,'' said Yasuteru Yamada, who made the proposal after hearing that young subcontractors, some of them unskilled workers, were engaged in the high-risk salvage effort.

''Young people, especially those who will have children in future, should not be exposed to radiation,'' said Mr Yamada, 72, a retired engineer who used to work on plant construction.

Plant operator Tokyo Electric Power Company (TEPCO) has not publicly commented on the proposal, but some lawmakers have voiced their support.

Under the group's proposal, the government would authorise an independent body of skilled engineers aged over 60 to take over ground work on restoring cooling systems from TEPCO.



Mr Yamada said his proposed team was not comparable to the ''kamikaze'' suicide squads of military pilots who crashed their fighter planes into US battleships just before Japan surrendered in World War II.

''Everybody is afraid of death. So am I,'' Mr Yamada said, explaining that the team would work on condition their exposure to radiation was strictly controlled and the operation had the full backing of authorities.

But some would-be volunteers said they were ready to face the possible consequences of a return to work.

Masahiro Ueda, 69, a former nuclear power plant worker with more than four decades of expertise on water pumps of cooling systems, said he had applied to take part and would be willing to give his life.

''I'm old. I don't care when I die,'' he said.

''I want to devote the rest of my career to the restoration [of the Fukushima Daiichi plant]. Someone should take action. You can't work properly at nuclear plants without specialist knowledge.''







Light Transmitting Concrete. Konkrit Telus Cahaya

Light Transmitting Concrete (known as LiTraCon), which is created by mixing concrete and glass fibres optical strands to create a solid yet translucent block suitable for floors, pavements and load-bearing walls. The inventor of LiTraCon, Hungarian architect Aron Losonczi, gave a public lecture at the United States National Building Museum earlier this week to present his revolutionary product that brings translucence to a traditionally opaque material. The lecture complements a current exhibition at the Museum entitled Liquid Stone: New Architecture in Concrete, which features a five-foot tall LiTraCon wall.

Konkrit ialah bahan binaan yang sudah wujud dari zaman Mesir lagi. Tapi seperti yang kita sedia maklum tamadun Rom ialah tamadun yang menggunakannya secara ekstensif. Hingga hari ini anda boleh melihat Pantheon, bangunan berusia hampir 2000 tahun yang dibina dari konkrit. Konkrit ialah bahan binaan yang banyak digunakan kerana ianya tahan lasak. Masalah utama konkrit ialah ianya bahan binaan yang boring. Dengan sebab itulah LiTraCon dicipta oleh Aron Losonczi seorang jurubina dari Hungary. LiTraCon ialah singkatan kepada Light Transmitting Concrete. Ianya telus cahaya tidak seperti konkrit yang kita biasa gunakan dalam pembinaan. Aron Losonczi membesar di Hungary yang dulunya sebuah negara Blok Timur. Negara blok timur banyak dibina menggunakan konkrit kerana ianya murah dan low tech. Akibatnya kebanyakkan bangunan di Budapest nampak monyok, suram, bosan dan gelap. I think the same applies to buildings in Pyongyang and old Moscow.




Oleh sebab itulah Aron Losonczi merasakan pasti ada cara untuk membuatkan konkrit menjadi bahan binaan yang lebih menarik. Dengan menggunakan gentian optik sebagai agregat didalam bancuhan konkrit (instead of batuan kecil), LiTraCon menjadi telus cahaya. Kalau dulu bangunan konkrit memerlukan lampu bagi mencahayai ruangan dalaman kini tidak lagi. Ini bukan sahaja menjadikan bangunan lebih ceria malah menjimatkan penggunaan elektrik di siang hari.
